I'm having all my upstairs floors replaced at the moment, removing the original creaky 8x6 chipboard sheets, making the joists level and then laying tounge and groove boards.
I don't work in meter things I'm afraid, but for a 13ft square room the boards were 250 notes, the screws 20, wood for additional battens 20 and the my builder charged 1.5 days labor @ 120 a day
Total cost 470 per room and worth every penny!

Labour cost will be pretty much the same whatever material you use.
Why not pull the old floor and install some nice T&G boards.
These would look lovely secret nailed, sanded and oiled. No need for carpet.

Unfortunatly you can only glue the boards (on the tongue) as your laying them. Start off by drilling pilot holes then screwing them down with regular wood/chipboard screws, if you dont drill a piolt hole you'll create a thread on the boards as well as in the joists and the two wont pull tight together. See if that works first before ripping the lot up.May try gluing and screwing as a first step!
