If I identify the driver of my vehicle, I will be charged with the following:

"Fail to comply with a 60mph speed limit (Non B.U.A.), contrary to: 70,60,50mph (Temporary Speed Limit) Order 1977, Paragraph 3(b)"

What is 'Non BUA', and are they suggesting it was a temporary limit because it was actually an area where the national limit applies??? Can anyone help.

FYI, I was driving at 71mph out in the sticks in Scotland, on a pretty much deserted road and could have safely stopped my car twice within the distance I could see to be clear (mountains either side, so no chance of an odd pedestrian running out unsighted).

Another question: What if I can't identify the driver? My twin sister was also driving that day, and we were wearing the same top. As I can't tell us apart from holiday photos taken last summer I'm pretty sure I (and they) won't be able to tell us apart from a photo taken at a distance and through my windscreen. Does anyone know where that leaves me???

Sitting pretty I think. Simply provide an accurate photo of both parties, and a signed statement from both parties that they were driving that car in the area at that sort of time.

Then go to court and present them to the judge.

As long, of course, as you actually have a twin sister who's insured to drive the car and was on holiday with you at the time.

Thanks Mr E...

I do indeed have an identical twin sister who was present in the car and wearing the same top as me. She often does drive my car and is covered to do so by her own insurance.

I'm still hoping a BiB can perhaps explain what the acronym means and why there is any mention of a temporary limit.

It's not a temporary limit. The NSL on non-motorways is an amended version of the limits which were introduced as a 'temporary' measure during the oil crisis in the mid 70s.
