Winter clothing - What and where to buy?

Im after some cheap cycling tights, jacket etc for the cold weather. Im new to winter cycling so im fairly clueless as to what I need?
I went out with a group on Sunday and most people wore tights (under shorts), base layer (under jersey) and some wore jackets.
I only need some cheap stuff as I only train once a week on the road but I don't mind spending up to £20/£30 on each item?
Does that pricing seem reasonable?

fortunately i have a load of helly hansen base layers from various other outdoor sports so i just wear those, the tops are pretty good under a regular cycling jersey and the tights are good under bibs or cycling shorts as they are pretty thin so dont irritate after a good splodge of chamios cream. i think some shops were doing a deal for leggings and a top for £40 as each set is normally £25 each. they have improved the material no end in the last few years too so the "smelly helly" reputation is fading (much like the smell after a day on the hills!). to be honest, its good, funcitonal and affordable.
with regards to tops, a thick winter jersey on its own is always nice as you can easily regulate body temperature (if it has a zip) but you will need to spend close to £50 to get anything worthwhile, have a look at www.foska.com whose stuff is good and toasty. i also like endura stuff as its cheap and practical.
a very small windcheater type thing is worth considering, the chav sports shops like sports direct and jjb often have cheap ones which do a good enough job. full bike waterproof stuff always gets me too hot so i like the cheaper ones, some even have tpaed seams so arent a seive but they do leak if its heavy rain...

Thanks for the info. I also have a few base layers from snowboarding but I wasn't sure if these would be ok.

Im only out for 2 hours max so waterproofing isn't a massive issue. Its good to know I can use my existing base layers I have though.

Maybe this place - http://www.prendas.co.uk/Got some DHB Merston tights last year from Wiggle for about £70, and that was for a set. One pair of full lengths, one pair of 3/4, both with a pad, and just the right amount of fleece lining.
Truly excellent bits of kit for the money...TBH would still have been good value at £70 each.
