Unless they didn't mention anything about the tires and you didn't ask before bidding...

Just because you have to bid, doesn't mean you don't have to view. If you bid on a car without going down to see it, then it's your problem. Otherwise you would be what's known as a "time waster" if you start moaning after "winning" it!
