What are these cameras?

Went past here today, changed slightly since Google have been past, there is now only one larger camera that looks very similar to a SPECS unit.

ETA: In fact, looking again both cameras were pointing the same way today hence they looked like one.

Think they are either traffic management cameras, or just normal cctv type thingys.
