Turbo exhaust gas leak

I have a slightly unusual leak on a turbo that I am working on at the moment.
The exhaust impeller side of the turbo seems fine and all gaskets are leak free.
However, where the impeller snail joins the compressor, on the compressor side closest to the exhaust, gas is leaking, leaving a black powdery residue residue.
The exhaust is free of smoke.
As I understand it this should be sealed by the bearings/oil - does this mean the exhuast impeller seals have failed and a new turbo is required ?
I have replaced turbos before due to compressor bearing failure, but not rebuilt a turbo, is it home mechanic servicable or does it need to be balanced afterwards ?
The turbo is on a Peugout 307 HDI 1.6 16v engine.
