If you got power going there then it could be a bad earth or corroded connections.
Clean the connections where the bulb touches, base & side, with a screwdriver.
If still no go then could be a break in the earth wire or the bulb holder.
Also check no water is getting in to the lamp to cause corrosion.

It was full of water. Seems that water is getting inside it some where/some how.Clean the connections where the bulb touches, base & side, with a screwdriver.

Have just replaced the bulb holder part as well. Still getting power when tested but bulb still not lightening up??
Will have alook at the earth etc tomorrow.
