This isn't good reporting!!! ALl they're trying to do is run down SafeSpeed by referring in inverted commas to "evidence",
saying in the same article that they support methodes that are "proven" (which they are obviously not proven)
saying that they support talivans (again no proven life saving!)

I am not sure that the article was for or against any particular group.
The quotation remarks were used correctly in my view as they should be when talking about figures produced by any organiataion with an axe to grind, whether it's Safesepped, Scamera Partnerships etc.
Mobile cameras undoubtedly have a greater deterrent effect as you don'rt know where they are going to be. If we go back to the pre-scamera days a traffic officer would go out with a radar gun and no one would know where he was going to be.
The difference being that when he stopped you he was able to use discretion, and either book you, or let you off, but in both instances one would have had a lecture on why your speeding was dangerous. In my opinion this is far more effective as a driver education tool than a letter through the post awarding you 3 points and a £60 fine.
