My amateur photography skill (or lack of) say that few mobile phone/handycams can film those extremes of light (inside car/outside of car) without washing out; it was professionally shot.

It's a public awareness advert.

It's a dumb advert, since the driver is looking at the road in front of her pretty much all the time. She'd have to be medically blind not to notice a blue truck stopped in front of her, and distractions from the other people would have made no difference.
