Talivaned on the M4 near Severn Bridge

Just before the Severn bridge going towards Bristol, e camera van on the over head bridge near the toll booths. The van was positioned 30-40yds over to my right above the traffic going in the opposite direction and I got a NIP for doing 82MPH - ok , so I deserved it especially as I saw the van from a few hundred metres away. However I thought the camera had to be positioned directly above the traffic flow to 'get you ' ?

Also how do these camera work ? - I assume they combine a photographic record of the car (number plate)along with a laser/radar speed reading ? Would a radar/laser detector have saved me ?
