I am transporting some old bumpers in the car. Seats down job, but it covers the passenger side/passenger rear side windows about half way up. I can't see the passenger side wing mirror unless I strain my neck like a giraffe.
Is it ok?

Well you only need two mirrors for an MOT so I imagine you'll get away with it (and I've seen cars packed far more tightly than what you describe)

don't take my word for it though

I'd have thought so. Most people don't use their mirrors anyway.

I can see out of passenger side well- just the wing mirror a bit tricky. It's hard to make a decision sometimes as nothing clearly states what is allowed/not allowed.
If I used my common sense, I'd say it was ok. But that's just me.

I have done worse in the past with no problems.
Once moved my brother in law from liverpool to bradford in a multipla with the back seats removed and it piled up to about 6inches from the roof with stuff. It was sat on its arse but I had no problems with the plod.

Also moved a single bed and mattress in it with it diagonally across the car with front seat pulled right forwards and bolt upright to get it in, drove over 40 miles like that
