Can you weld an internal thread to a bar behind the seats and bolt the harness to that?

Like this: -

or

I'm definitely not the best person to speak to when safety is concerned however, does the build manual give you a number of options to choose from?

Well, certainly not as in the pic above - I would be amazed if that passed current IVA, the belt mountings should never be arranged with a bending moment about the mounting point such as is pictured, if subjected to any significant load the whole thing would pivot around the base!! Not a good thing. Also the belt should pass cleanly thro' the seat onto drivers shoulders not use the seat as a further mounting point or tester will require evidence that the seat has adequate strength for that purpose - which a fibreglass shell clearly hasn't.
You would be far better to use flat 6mm plate preferably mounted between the angle of 2 tubes so it is supported on 2 sides -not sure how easily that can be made to work on your cage - alternatively a mounting point/tube thro' one of the existing tubes & seam welded both ends should suffice. HTH

Actually - that begs a question, since when did manufacturers start selling chassis WITHOUT seat belt mounting points already welded in eek

The second picture is one I fount on the net, but if the mount is strong enough to resist the BM then I don't see why there would be a problem, even if it does look crap.
