happily moving along A5 Saturday afternoon coming home from Friday trackday at Anglesey ....
radar / laser detection alerts, east on Llangolen in Wales.
hear first one barely (earplugs in, drive Caterham)...LIFT off pedal as second & third alerts go off...
@#$%^& it, see $camera van hiding in ditch over verge.
since was completely rural road ='s 60mph..thinks was within 10% MAX over limit
so, does my 14 day squirm start from TIME OF INCIDENT or "opening BiB hours" today?
having never GOTTEN a NiP in 28 years of driving -- not happy.

Day of the incident (today)?
So, you count the 14 days, not including today.
And, it has to be posted with the expectation of arriving by day 14 'in the normal course of post'.
Therefore, it must be posted by the 27th.
BTW, North Wales are known for 'imprecise' NIPs.
If you are 'misled' (Pope v Clark) by the vagueness of the NIP, you have a defence.
A road 4 miles long has been held to be too vague (Young v Day).
So, you count the 14 days, not including today.
And, it has to be posted with the expectation of arriving by day 14 'in the normal course of post'.

I would say no; the 24th.
Day 14 is the 25th.
However, there has never been a post on Sundays; therefore delivery on a Sunday cannot be 'in the normmal course of post'.
Monday is too late. Therefore it must be Saturday.
Easter is irrelevent.

Afraid not. The ones round my parts (Somerset) and the one's I've seen in S. Wales have never had any BIB present. They just sit in the vans and collect the money
If you haven't heard anything by Saturday's post then I'd say you'll be ok. I got mine in 4 days and mates have had them within a week too, so it seems common that their fairly efficient at handing out fines
