Is this set-up Economy 7?

I think the set-up above is Economy 7, because it has a timer on the right. Is the set-up below Economy 7?

The set-up below is for the flat in question, which has a storage heater and hot water tank wired up to points marked 'off-peak', but they don't work, even at night ...

The set up on the top is an old school dual rate meter - two dials & clockwork switcher for Day & Night rate, as used by Economy 7 (basically just cheaper electricity off peak)

The lower set up is a more modern meter - it could well be a dual rate meter, can't read the model number so not entirely sure, but it could easily be...

Press the button and it will cycle through a series of values.

Look for ones marked "Rate 1" and "Rate 2"

If you have two rates then I would suggest you have economy 7.

Does the property have 2 electric bills ?

When I moved in to my house I got 2 separate bills, one for the regular supply, the other for the off peak stuff.
When I had C.H. fitted I had the off peak meter removed.
