Does it include 1973 cars or does it end at 1972?

Old vehicles constructed before 1 January 1973 (historic vehicles)
If your vehicle was constructed before 1 January 1973, you could tax it in the 'historic vehicle' tax class. Further information can be found on leaflet INF34.

The important words are "constructed before".

If a car is registered in 1973 it can still qualify for a "free" tax disk if you can verify that it was constructed in 1972. You would need a letter from a specialist club (who would hold production records and search for you)and confirm to DVLA the manufacture date.
