Just having a debate with my brother im law who is with me at the moment.
He currently hasn't passed his test but something happened on his driving lesson today.
He was on a single carriage way road signalling right to turn in to a side road.
There was a car further up the road on the opposite side parked partly in the road a motorist as then come down the road indicated round the car.There was a side road on is right so my brother in law started edging forward the bloke then started shouting at the brother in law.
Do you think the bloke was right to indicate to pass the car in is way letting other drivers behind him know.
Are my brother in law is in the opinion he shouldn't have indicated as it was misleading.

That's normal, your bro should learn to expect that signalling doesn't mean you can head into a gap that might form.
It's the famous sideroad problem.
Take for example a car sitting at a T, entering the main road.
A vehicle coming from the right, indicating left does not mean you can pull out, as it doesn't necessarily mean they will be turning down your sideroad, they might want to pull in just after the junction.
In general, you see the indicator, and still wait until you know what they are doing, this case is even more clear cut as there was also the parked car he was getting round as a cause to indicate.
As the bikers say, don't watch the indicators, watch the wheels!
