That does pass for "kewl" in some places here, sad to say.
Being near a college town (Bozeman MT) I see all kinds of strange stuff: riced-out 80's hondas, pick-ups done great to 60's rust-buckets, Fast 'n Furious wanna-be's, chopped and lowered anything-you-can-think-of!
The best mod was a lifted pick-up I saw with an exhaust tip made from a 2 gallon galvanized pail.

Almost crashed from laughing so hard I started crying!
Sorry to say I did not have a camera with me, and I have not seen that truck since.
