Yes they can. Whether that one can be made road legal is a different question - there may be all sorts of things that need changing to get it through the test. Could be worth looking into though.

Well, it looks to me like those might be numberplate lights on the back and side repeaters on the sides, so it may have been started with the intention of being IVA/SVA'd and then not put through for some reason, but yes, they deffinately can be Road registered.

I realise that low rideheight would make it useless, but I can just only imagine turning up at at the Hartside cafe in that. Even those miserable buggers in lycra would have to give you a smile!

It can definitely be made road legal, I have one I use just on the road. Not sure what would need to be done to it though. The ride height is adjustable so can be made high enough to ride the bumps of roads, but there is a point at which there is a compromise between downforce and practicality I suppose.
