Not sure that that is a major change.
They have always been more than willing to pull you on the spot, so that's the same as before.
For years, the DVLA have been willing to disclose RK's details to foreign authorities. (If they'll disclose them to the clamping counts, they'll disclose them to anyone.) By that means, for a long time now the French have had the ability to chase you through the post.
If the concern is that France could use UK courts to enforce remote payment of fines, the same as a British authority could do, I'm not sure how they could effect that via a change in French law alone.
