Headlights (or lack of) in fog

It's grey, foggy day where I live today, although some Southerners would probably claim it's like that every day oop North;)
So why is it that on a crisp clear night, we get swamped by idiots with front & rear foglights on, yet on days like today, when it's foggy, there's still a huge number of idiots driving around without any lights on at all. The double whammy is that those that do have lights on, seem to have enough to light up their cars like the Mother Ship on Close Encounters.
It seems to be split roughly as follows:
40% no lights at all
15% dipped headlights
45% every light on their car known to man and then a few more.
It's not foggy enough to need foglights, but it is foggy enough to need dipped beam.
Aaaaaaaarrrrrrrgggggghhhhhhh

I think permanently illuminated instrument clusters have a lot to answer for - there's nothing to make people twig they haven't got their lights on as the dash is lit up.
Plus auto lights - they don't come on in fog anyway, but if you don't use the auto mode (I don't) then the usual two clicks only turns the sidelights on.

Anyways, what's the point of front side lights. Completely pointless, unless you're a black cab driver (as in a person who drives a black cab, could be any colour or race. Apart from French, they smell) or drive a Saxo VTS/R.
I only use mine when I'm parked in a dodgy place (like Merseyside or Walthamstow) and need to make sure I'm safe.
