How easy to find out who owns flats in a block?

I'm looking at buying one flat in a block of 8. Locally the block has a rep as having 'problem' tennents. All seems to stem from a dealer (drugs not cars) living there for a short period. The block is in a really nice town and located on a quiet back street. They are ex council flats, is there anyway of finding out who currently owns them, is it as simple as ringing the council?

+ agree, i also knock on doors, search on google, and also do local council's online planning application searches. I expect being in a block of flats, then there possibly a management company in operation.

I used the Land Registry to find out who owned a couple of flats in my block which had problem tenants. A couple of quid a go, write to them and hey presto, problem tenants are evicted. I realise it's probably not that easy all the time and depends on the landlord.
