Fantastic as it is, it only happens some of the time, and I can't see a pattern to it. Moreso even than when you click the same 'go to next' icon and it takes you several pages back everytime, like no memory of visits... I'm sure there's a pattern but I've yet to work it out.

It'll go to the blue bar, subject to a couple of factors.

Firstly, it will only move once the page has finished loading, so if an advert or whatever is being slow then you can have scrolled and read the page before it tries to jump.

Secondly, the blue bar itself can be a little hit and miss, but we are looking into that.
