'Silly' Application Form Question?

My younger brother has forwarded me a copy of an application form for a post he is applying for. He has come up against this question and upon asking for advise I'm left stumped!
Job Description:
This is an exciting opportunity for someone to play a key role at the heart of our organisation, working with our members and senior staff to help formulate and express their views. Reporting to the Marketing Manager, you will be responsible for developing communication materials including interactive resources such as films and take a lead role in the development of our supporter and branch strategies. This post is extremely varied and is likely to appeal to people who like to use their initiative and be flexible.
If you have excellent communications and planning skills, good IT skills and some experience of work which is person-centred, we want to hear from you. We are looking for someone who has a degree or equivalent and has the resourcefulness and imagination to make the post a success.
Can any of the PH HR brains shed some light on this and provide assistance?

I'd think it was to ensure that the applicant didn't have extreme views - and if they were found out later to have them, could then be easily dismissed through non disclosure on the application form.
