Ford Fiesta 1.25 Power Steering Failing

Afternoon chaps,
Just in from having a tinker with my fiesta (MY57, 1.25, mk6 facelift) after noticing in the last 2 days that my arms are becoming sore driving. It seems that at low speeds (sub 25 mph) the power steering half gives up.
When stationary, its damn near impossible to turn the wheel, but with a little press on the accelerator, the steering makes an awful whining noise and finally turns. This leads me to beleive the pump is goosed. Ive had it jacked up and on axle stands this morning and there are no issues with turning when its under no load, but the second the wheels are on the ground again the whining and struggling noise is back.
Am i right in thinking that its the pump thats gone?
