Suspicious car in my street - Spooky

I just got back home about 20 minutes ago, I live at the bottom of a T-shaped cul-de-sac. Parked on the corner of the T, about a mile away from the kerb and blocking most of the road is a black Vauxhall Astra. I was a bit surprised by this, I had to slow right down and squeeze past it, I noticed the has two occupants, a woman in the driver's seat and a man in the passenger's. I looked at them, and they looked at me as I drove past. I then parked my car and let myself in to make a cuppa.

I looked out the window and it's still there.

Spooky.

It's facing away from my house and the back window is steamed up, could they be on a stake-out? Who might the be? Plod?

I strongly suspect that if plod were doing any surveillance, they would endeavour to park as unobtrusively as possible.

If they were supposed to be under-cover on a stake-out they were bloody inept, the car was almost in the middle of the road.

Perhaps because of budget cuts THEY've had to replace the black helicopters with Astras?
