Power steering loss.

Got a car which needs stripping, the head is cracked, however ive had to drive it a few yards up the driveway into the garage.
Twice in about 30 yrds the PAS went very heavy for a second or two then went to normal. Any ideas?
I checked under the engine, and there appeared to be PAS fluid leaking all over the right side of the engine, below the reservoir where the pas fluid lives. I checked the level, and according to the dipstick, it was possibly excessively high, although the markers werent brilliant, it easily wasnt empty.
What could this be? Broken pump? Overfill on fluid?

A possible theory is siezed UJ on steering column causing the intermitent seizing.
As a result of this, someone assumed that there was a lack of fluid and put more in "just in case", with the result that there is now too much and it has all been spat out. (It does not take a lot of fluid to top up or over fill a PAS resovoir, especialy if it was not low in the first place.)
