When it's that cold, I tend to let the car heat up fully before setting off. I have had situations where the temperature has dropped very quickly, to less than -15, and the screen has frozen. In that situation it's a case of, hazards on, pull over, use the urea solution I carry in theses conditions, try again.

Yes, mine does this as the heater does not work.
Best way I have found to stop this happening is to clear the (entire) screen using a scraper, then spray the inside and outside of the screen with de-icer. Polish this with a microfibre and rub off with a couple of paper towels. Job done, takes 5 minutes.
