Subaru power steering

Hi guys, been using my wifes 01 WRX and on starting up the engine the steering is REALLY heavy and jerky, like it has a puncture, but as you move off within seconds it goes back to normal. It stays perfectly normal until you start it up next time. I take it is is the power steering pump / belt, is it something that can be done DiY or is it a difficult garage job?

Looks like the belt is loose/slipping. You should be able to diy or if not, a quick job for a garage.

If belt is tight and no slipping noise, could be low on fluid
