This is what I was told when I imported my car from Cyprus, though this was back in 1998. Things may have changed or I was told duff info.
I think it varies on a lot of things and sometimes by a case by case basis. Also the regs have changed and/or been interpreted differently over the years.
My understanding is a Q plate is the last option they'll go for if they can't decide on something else. Sometimes the year of import or some other date is used, hence why you can get some JDM imports that are clearly 96MY's get may have a 99 or 00 reg.

The car I imported was a 96MY, built in 1995, registered in Cyprus in early 1997.
