Boltcutter adjustment

A quick question for the toolhandlers amongst you.

Just bought a pair of 24" boltcutters.



What adjustment does the smaller bolt on the right make to the cutting action?

You're meant to adjust it up so that the blades come just short of touching when the handles are fully closed.
