Didn't take him long to move from engineer to consultant. 
Being a consultant does give him the opportunity to offer a very valid opinion.
Last year’s WDC was probably decided because the lowly Petrov was able to hold up Alonso the magnificent. If that was good or bad probably depends on if you are a Ferrari fan, or not.
IMHO the essence of motor sport is that cars with similar power to weight ratios and controlled aero dynamics allow drivers to compete on equal terms. KERS and moveable wings blow this apart, as did double blown diffusers and F-ducts, for the greater part of last season – equality for the top teams only happened in the last few races.
So the real problem is that massive spending in the constructor’s championship effectively determines the outcome of the WDC. In fairness to Mad Max, he correctly identified this problem; only by massively reducing costs will they ever be able to ensure that Lotus and HRT can get on terms with the top 3, or 5 teams.
An independent engineer is perhaps as good a person as anyone to openly discuss this dilemma in F1. I do not believe that it is a significant problem in any other series, so why should F1 simplify overtaking just to please its large TV audience.

Big spending in top teir sport is normal. If they reduce the spending then it simply leaves a gap for someone to slot in above F1. Lotus etc have to work their way up like any other entity in a capitalist environment.
Sounds to me like someone is saying what the FIA wants to hear. Can't think why...
