File downloading on home page?

Internet Explorer says PH home page is trying to download a file to my computer. Is this right? What is it? Notification looks like the "allow pop-up" dialogue bar at the top of the browser. Never had the guts to click accept.

Enhancement suggestion: When starting a new topic it would be impressive if you had a predictive text function that suggested threads already in place when you are writing - like Google Instant Search. Appreciate it's cutting edge military type tech.
