Whats different?.

Two buttons, quote, and quote all.

"Quote" only quotes what was added by the person you are trying to quote, so this removes nested quotes.
"Quote all" quotes the whole of the post, including all previous quotes in the post you are trying to quote.

And discretionary (and sometimes entirely whimsical) temporary bans are still very much an option for mods when dealing with people dicking about with nested quotes, even if it is in a thread about changes to the way in which we use nested quotes...
