e46 320d - turbo problem

Hi guys

I'm posting on behalf of my brother who is having some issues with his 320d. It's not the massive turbo failure that I've read about online or the swirl flaps issue. It's 2001 car.

It seems that the turbo just isn't doing anything below 2500rpm so he's having to rev it quite hard to get power. Any ideas on what the issue is and if it could be a DIY fix?
