Do oil coolers have a dedicated in and out?

Can Mocal oil coolers be fitted with either of the fittings being inlet and the other one being outlet?

Generally not, but i have seen a very few with an "anti drain back" valve in them. Aslong as you can blow through the cooler in the direction you intend to flow the oil it will be fine (don't blame me if you get a face full of used oil if it's a s/h cooler.... ;-)

Don't blow too hard unless you have a high pressure oil cooler.
