dodgy geezer, or genuine plod?

Driving home yesterday on M40 between j5 and j4 High Wycombe when I noticed a car approaching rapidly from behind with alternately flashing headlamps. As it passed, I was surprised to see it was a dirty silver Focus Estate, reg PJ02 ??? No blue lights visible, but he had the siren going too. Seemed a bit old and grubby for plod.

Blues, I have seen this Focus too, the last time it had two guys in army uniforms in it, I though possible training run, as they didnt follow me when I realised it wasnt plod.
In recent months I have had a 330i Coupe pass me, same scenario Alt head lights flashing, rear lights flashing too (white) no defined Blue lights, single occupant, and not fused about other motorists just making progress.

and who would...There is quite a few out there that we don't know about!! However if it don't look right then I stop it!! One I've stop wasn't right, had fixed his own blue lights to his car and pretended to be an ambulance car!!! Sothe dodgy ones are out there!!
