9sqm won't need B.Regs but you'll need Conservation Area Consent unless for some reason the Local Planners have seen fit not to remove/restrict Permitted Development rights. Your local planning office will answer that.

Will depend on a number of things including the relationship of the garden to the principle elevation of the house, the eaves and overall height of the structure and the proximity to boundaries and the street. Afraid it is not always a straight forward question but there is good guidance available through the Planning Portal site linked above that sets out the effect of the regs that relate.
