Insulation up to enclosed fire proof flouescent downlights?

Been up in the loft today and noticed we have about 1 square foot or more around each downlight casing with NO insulation.
Each light is an L1 (energy saving only bulb) of just 10w and the housing is a 90min fire rated ip44 metal housing. Building regs say insulation should be unbroken but we have nearly 100 downlights in our house so it's equal to about 100 ft/sq of missing insulation!

Am I safe to insulate up to the metal?
