should have asked, what car is it for?
this might help get options suited to what you are looking for.
theres plenty folks can make you up something using off the shelf bits, but less can make something from scratch. knowing where on the scale you are looking would be good to know.
Stratos replica. Currently circa 109dBa, need to get it down for the logbook.this might help get options suited to what you are looking for.

without wanting to appear like im pissing on anyones parade, i was pointed to a bunch of the usual places when my 996cup system was crushed racing and no one could even begin to do anything for me.
im aware that this isnt a usual car and it seems like for a more "regular" type car then you can take your pick but when you get out of the norm and have technical needs that have to be met i found that the list thins rapidly indeed. in my case down to one and they did it fantastically well.
now where the OPs car comes in all this is only for him to decide. it would regardless seem wise to call round or visit a few places and see what makes you feel fuzzy.
what do you need it to get down to in order to pass? is the 109 static dB or drive by?
cant you fit an insert in there to drop you and then you can remove it afterwards. if its just for the test then you can even use the most restrictive you can find since it doesnt matter how down on power it is as you will just be taking it out afterwards.
if you cant have it obvious you could always pop a section of the system further upstream and stick it in here.
