I only heard the last bit of this on the radio, but apparently they have been cap'ed?

mind you, the rate rised they have put forward for the last 3 years have been something like 42%, then 40% and this year 26% (all from memory...)

cleary the camera fines are not cutting it?

Yep, I thought I was going to look out of the window and see legions of plod running along with batman style capes flowing out behind them, and big pants over their regulation trousers.
