Seat Ibiza Fault Codes?

The EML came on, on my 2001 1.4 Petrol Seat Ibiza. A freind of mine came over and plugged in his code reader and 2 codes were showing-

PO441- Evaporative Emission system incorrect purge flow

PO420- Catalyst system efficiency below threshold

Am I right in thinking its got something to do with the cat or oxygen sensor? Not really on the ball with fault codes, so any help would be appreciated, thank you.

They might be related, A "Stuck open" purge flow valve can force the engine rich, which will also show up on the rear oxygen sensor as a lack of switch events.

However, it's a chicken and egg situation. I would recommending clearing the codes, then driving the car and see which is the first to return. You can also monitor the upstream O2sensor for the correct switching behavior at a warm idle condition. (multimeter on output, which should switch from approx 0.2 to 0.8v at approx 1 - 2 hz)
