I agree with the above, but
What about bigger brakes (front and rear, maybe master cyl if required), second hand off a Golf or something should make a meaty upgrade, and easy to fit. Cheap since the Golf guys will be casting off their OEM fits for something bigger. If you can safely brake later, all else being equal, you'll be faster. Keep the price down, but fit new hoses and decent fluid.
£300.
Improve handling, most modern VAG stuff benefits from stiffer anti roll bars. Anti lift kits are popular on golf mk5 chassis, are they useful on the smaller platforms too?

Buy better rubber and put it on smaller, lighter alloys - probably give as much real world difference as remapping it or whatever.

Loose weight from the car - makes it accelerate faster, stop quicker and handle better. Be ruthless, if you don't need it, eBay it for the money.
If it makes a good enough motor to keep for a while, after all that then you could look to fit a bigger engine.

I agree with Max Torque, don't spend the £1.5k on the Lupo.
Any money spent on that car will be wasted. Save your money sell the Lupo and buy something quicker. If you like the Lupo, try and get hold of either the 1.4TDi or the 100bhp version of the 1.4. I'm guessing the 1.6GTi might be a bit too much on the insurance front?

Absolute waste of time spending money on the Lupo trying to make it faster. Honestly. I know exactly how you are feeling but you might as well set fire to your money instead of trying to improve the performance of it. Save the money, your insurance costs will start dropping dramatically with a couple of years driving under your belt buddy.
