Moldy garage floor

I have mold on my garage floor! It only seems to be where the existing paint has peeled and cracked, so am looking for the best option to cure/cover it up. Don't know if it's coming up through the floor and thus causing the paint to crack or just if the paint is old (like everything else in the house) and it appears where there is no covering.
I guess I could dig the floor up put a membrane down and relay it (least prefered option), or would it be possible to just strip off the old paint then apply a garage floor sealer then put garage floor tiles down (most prefered option)
