I assume this is a follow on from the pre cat removal thread
.
AFAIK there is no law with regards to pre cats, they help keep emissions down during warm up, the law requires a car to pass the test once its up to operating temperature, so leagally they are not required.
Shall we raise a thread on the damage done to the planet in the process that created the Cat in the first instance
, and say nothing of the problems associated with the disposal of the rare metals/materials once the car is finnished with them.
Have a look at why we have them; they were ill concieved IMHO when Kalifonia needed to get its smog under control. All the advice at the time pointed them to improving engine efficency as the preferred method, but the scare mongerers won the day.
I suppose electric cars are the way to go then, however how do you produce the electricity in the first instance, gas/oil/nulcear

Try reading around a much-hyped topic before making assumptions - I suggest "The Skeptical (sic) Environmentalist" as a starting point to a balanced point of view.
Also start your campaigning in USA - 12% of the world's population, and 36% of total world energy consumption, and thereby pollution. (IIRC)
Cars are not the problem - that's just political convenience speak.
