Strip the turf. Rotovate it. Level. Returf.
This.Take your time, I'd let it settle for a week or so after initial levelling, water it if it doesn't rain, level again and then lay the turf, though you'd be better off with specialist fine grass seed for your purpose.

After raking to a rough level, do the 'landscapers stomp' across it to help compact it....then level it again where you've still got humps and bumps and keep repeating till happy.Take your time, I'd let it settle for a week or so after initial levelling, water it if it doesn't rain, level again and then lay the turf, though you'd be better off with specialist fine grass seed for your purpose.
