How to test cooling fan speed

Does anyone know how to test if your cooling fans are bothn working on full speed? I used to be able to hear when both the fans came on above the engine and exhaust noise, but now i have to open the bonnet to see if they are working. Instead of lowering the temp slightly, then cutting out, they stay running constantly because they are fighting to keep the temp down, it still raises slowly (95 to 100 degrees after idling for 20mins). It has an alloy rad, large bore stat (74degrees) and everything is as it should, but am convinced my fans arent runnuing at full speed. Fans are new uprated Spal fans.
Measure the voltage across each fan when running if lower than 12volts you could have a high resistance somewhere. Ford type connectors are often a problem, or could be the fan relay. If the connector is dropping volts it will be getting rather warm.
