I imagine it's a bit of a shock tactic and they expect most people to ring up the next day, stump up whatever the fine is and re-tax the car. By not being bothered, your friend has made them all confused and now a whole office full of people at the DVLA are totally stumped and trying to work out what the hell to do with the damned thing.
My sons car got clamped by the DVLA for no tax, in spite of having a tax disk displayed. The previous owner had somehow reclaimed the tax 3 months after they sold it. They did unclamp it after a lot of pissing around, producing insurance, lo9gbooks and foot stamping.

Maybe they have been driving uninsure untaxed unMOTd unregistered and they have got away with it.

Get someone with a tow truck to move it round the corner and play a game of hide and seek
See how long it takes them to find it, if they ever do.
I'd be stripping it down and selling anything that was worth selling, then get a scrappy to clear up everything else bar the wheel with the clamp on.
