Assuming you're talking about a domain name, it's the address of a website (e.g pistonheads.com) in order to have one for your use you need to pay a fee, usually yearly or every two years.

The names aren't really owned, more leased with the right to extend.

Obvious reason to register a name would be to use it to run your site, but people also speculate in them too.
