I.E an officer is working for the local scamera partnership.As this officer is not working for the police force surley he isn't "on duty" (for want of a better phrase)
So therefore if said officer is not on duty any use of an LRC-100 etc can't be construed as obstruction of an officer

Isnt he still doing his job....enforcing the law.
What about BiB on crowd control at footie matches etc when his presence is being paid for by the Club. Scuffle and chummy tries to prevent an arrest. Breach of the peace in progress. Sorry cannot arrest for obstruction as I am not on Police duty.

Or a Chief CONartist (aka aspiring politician) who bleats about about how marvellous the speed camera is - and says it "frees his officers to investigate other crimes" whilst said crime rate increases! Still - he can always count motorists in his "criminals caught" statistics.
