I'd have thought so, almost certainly.

But have you considered what effect a conversion from living space to garage would have upon the value of your property ?

Converting a garage to living space spoils a perfectly good house!

Was your dining room originally a garage? Maybe if it was, that would make a difference as you are only converting it back.

Going to add Extention to back of house to compensate the garage.Am a builder by trade so the work is not an issue, have converted garages to living spaces for clients but never this way around.Got a tvr cerbera that has to be garaged, yes it is in a garage at mo but it is just to far from house for easy access.I know this seems mental but i really have no option unless i can find storage closer to home.

90% sure you won't need planning permission.

Its all down to access to the "GARAGE" etc.

If access etc is not a problem then all is fine!

Yep.
Depending on how much of a tt the inspector is, your allowed to slope the floor but have a 100mm upstand at the internal door threshold.
As a builder yourself you'll know how much they like to inforce their own opinions/ideasrolleyes

If you keep the bonnet so clean you can eat your dinner off it, you still have a dining room...
